On this Jan. 5, 1916, British Prime Minister Herbert Asquith introduced the first military conscription bill in his country’s history to the House of Commons. World War I, or the Great War as it was known then, was heading into its third year, and Lord Horatio Herbert Kitchener, Britain’s secretary of state for war, had warned from the beginning that the war would be decided by Britain’s last 1 million men.
