On May 25, 2010 officers were called to 415 S. 4th in Frederick when Frederick Police Departments Sgt. Skinner and Officer Segovia responded to gunshots being heard in that area. An investigation into the incident resulted in Kenneth Vann (35) and Emily Harper being arrested for Unlawful Distribution of a Controlled Dangerous Substance within a 1000’ of a park (Kennedy Park) and Jeffery Miller (22) was arrested for Obstructing an Officer while in the line of duty and Cuauhtemoc Torres (25) was arrested for Conspiracy to Purchase a Controlled Dangerous Substance. Three shotguns, one being sawed off, were seized and removed from the residence along with approximately 50 grams of methamphetamines and (60) grams of marijuana . The results of the investigation involved the listed charges with numerous charges pending. Assisting in the investigation was ACOP Neely, Lt. Rodriquez, Officer Parks and Smith and Probation & Parole Officer Rachel Noyola.
